مدل ارزیابی مبتنی بر روش فازی برای ارازیابی و انتخاب 3PL
هدف: در بازار رقابتی امروز، برونسپاری فعالیتهای لجستیک به عنوان یک روش معمول برای بهره مندی از محدوده وسیعی از سرویسها ا قبیل توزیع، حمل و نقل، بسته بندی، برچسب گذاری، انبارداری، ارسال محموله و تکمیل سفارش است. تقاضا برای استفاده از ارائه دهندههای لجستیک شخص ثالث به صورت چشمگیری به یک مشکل اساسی برای شرکتهایی تبدیل شده است که به دنبال بهبود خدمات به مشتری، افزایس کارایی عملیاتی و کاهش هزینههای لجستیک هستند. با این حال، انتخاب یک ارائه دهنده 3PL مناسب یک نوع مسئله تصمیم گیری چند معیاره است که شامل سلسله مراتبی از معیارهای پیچیده است. از این رو توسعه یک روش ارزیابی کارا برای ارزیابی کارایی و انتخاب بهنیه 3PL از اهمیت زیادی برخودار است. هدف این مقاله، بررسی این مشکل است.
طراحی / متدولوژی / راهکار: در این مقاله یک پلت فرم ارزیابی مبتنی بر روش فازی برای ارزیابی و انتخاب ارائه دهنده 3PL، پیشنهاد میشود. تئوری فازی با فواصل زمانی معین (IVFNs) برای مدل بندی بخش تصمیم مورد استفاده قرار گرفته است. براساس دو مدل ارزیابی برای (IVFNs)، دادههای تجربی برای تأیید صحت عملکرد روش پیشنهادی مورد استفاده قرار گرفتهاند.
یافتهها: روش پیشنهادی کارایی بسیار مناسبی برای حل مسائل تصمیم گیری گروهی را در محیطی که ابهام وجود دارد، دارا است. پلت فرم ارزیابی پیشنهادی با استفاده از بخش تولید خودروی هندوستان واقع در شرق هندوستان، مورد بررسی قرار گرفته است. ارائه دهندههای 3PL به صورت مجزا برای بررسی سطح کارایی آنها با استفاده از ویژگیهای مختلف، مورد ارزیابی قرار گرفتهاند. فارغ از کارایی کلی روش بیان شده، میتوان نشان داد که روش پیشنهادی میتواند به خوبی نواحی نا کارآمد را برای ترمیم در آینده شناسایی کند.
اصالت و اعتبار: در حالت کلی روش پیشنهادی را میتوان به صورت زیر بیان نمود: مرحله اول، توسعه و پیاده سازی یک سلسله مراتب رویهای تصمیم گیری کارا برای پشتیبانی از ارزیابی و انتخاب 3PL. مرحله دوم معیار ارزیابی کارایی کلی معرفی میشود. در مرحله سوم، مفهوم IVFNs به منظور راحت سازی تصمیم گیری انتخاب به صورت دقیق بیان میشود. در نهایت سیستم شاخص ارزیابی با قابلیت جستجوی نواحی نا کارآمد برای انجام فعالیتهای آتی، توسعه مییابد.
Fuzzy based appraisement module for 3PL evaluation and selection

Purpose – In today’s’ highly competitive market, outsourcing logistic activities have become a global trend as it offers wide range of services including transportation, distribution, packaging, labeling, warehousing, freight forwarding and order fulfillment. The demand of third-party logistics (3PL) provider becomes an increasingly important issue for corporate seeking improved customer service, operational efficiency, logistics costs as well as capital expenditure reduction. However, choosing a proper 3PL provider is a kind of multi-criteria decision making problem under consideration of complicated criteria hierarchy. Therefore, it seems necessary to develop an efficient appraisement module towards performance evaluation as well as selecting the best 3PL provider. The paper aims to discuss these issues.
Design/methodology/approach – The present paper proposes a fuzzy based appraisement platform for evaluation and selection of 3PL providers. The theory behind interval-valued fuzzy numbers (IVFNs) has been utilized to aid the said decision-modeling. Based on two appraisement modules for 3PL evaluation; empirical data have been analyzed to validate case application.
Findings – The proposed method has been found efficient for solving the group decision-making problem under uncertain environment due to vagueness, ambiguity associated with decision-makers’ subjective judgment. The proposed appraisement platform has been explored by an Indian automobile part manufacturing company at eastern part of India. 3PL providers have been evaluated individually to check their performance level with respect to various evaluation attributes. Apart from estimating overall performance metric, the model presented here can identify ill-performing areas which necessitate future attention.
Originality/value – The major contributions of this work have been summarized as follows: First, development and implementation of an efficient decision-making procedural hierarchy to support 3PL evaluation and selection. Second, an overall performance metric has been introduced. Third, concept of IVFNs has been efficiently explored to facilitate such a appraisement cum selection decision making. Final, the appraisement index system has been extended with the capability to search ill-performing areas which require future progress.
